Who made Mungan DIG jails?

Death threats to staff and owners to refrain from coverage

By S J A Jafri

KARACHI: Many big names and positions came to limelight while Pakistani nation, upon reading our media reports on Mungan crimes, wondered as to who made Nusrat Mungan DIG Jails? With constant contacts and phone calls by media colleagues, friends and common people, day and night, we were compelled to honor their wishes considering zabaan e khalq ko naqqara e khuda samjho and golden principles of free and independent journalism, despite the fact that we are receiving death threats from Mungan, defunct terrorist outfits banned by government and not surprisingly even from some “hukkam e baala” and despite our complaints properly referred to concerned authorities and institutions as and where related, no proper security measures were taken or provided to us by the government.

Reliable sources claimed these facts: That on 11 April 2012 Provincial Selection Board had promoted one jail officer Nusrat Mungan to grade 20, but Sindh High Court had dismissed that notification. Nusrat Mungan, so-called superintendent of Central Jail and deputy inspector general of jails Karachi region, master minded assassination attempt in which Judicial Magistrate and Civil Judge (East) Syed Zaheer Ahmad Naqvi was gunned down and injured near Water Pump, Incholi in Federal B. Area on last May 30th. The judge was conducting inquiry on brutal murder case of Basharat Zaidi, in which New Town police under higher officials’ instructions had distorted many facts and media was also threatened to shut up, or else.

Selection Officer Prison One Mohammad Anwar Malik had signed a letter 29 May 2012 asking IG Jails Sindh Ghulam Qadir Thibo as to why despite Mungan’s dismissal by Sindh High Court and voidance of related appointment notification, why was Mungan continuing to act as self-proclaimed DIG jails, and who gave that authority to him?

However, names of high officials of government are involved in promoting Mungan, it’s alleged.

Meanwhile, besides indirect threats from high government officials through their special agents as well as from jail authorities against us not to follow up Mungan case, at least half a dozen defunct outfits, following directly and indirectly these developments with death threats against this scribe as next target, are 4 groups of fanatical Tehreek e Taliban e Pakistan and extremist Jihadi organizations, who insist on immediate stop to revelations of facts and realities, dutifully being presented as a media person before Pakistani nation.

Although we had contacted, dutifully, all other persons accused in Mungan case, including Mungan himself, concerned high government officials and jail authorities as well as invitation to defunct outfits and Jihad groups to present their viewpoints too for disclosures to the nation, regretfully death threats were the only response against continuation of our duties to the people. The staff, management and owners of the newspaper are working under unreasonable and illogical death threats from terrorists too and under extreme pressures to stop media revelations on Mungan case.

MUNGAN, OTHERS MAKE CENTRAL JAIL A LIVING HELL

Home ministry reinstates Mungan suspended by Sindh High Court Inquiry acquits killers, media being threatened against revelations

By S J A Jafri

KARACHI: Sindh High Court had suspended Nusrat Mungan, superintendent of Central Jail here but home ministry promoted and reinstated him again. Inspector General of Prisons Sindh Ghulam Qadir Thibu had notified to Nusrat Mungan in writing that serious violations took place against Pakistan Prison Rules in Central Jail. IG prisons also raised brutal murder of Deputy Director Malir Development Authority Syed Basharat Hussain Zaidi son of Syed Razi Hussain Zaidi in that jail premise and asked Nusrat Mungan to provide explanations or face dismissal from service.

Concerned heads including secretary services, General Administration and Coordination Department and DIG Jails Sukkur region Abdul Majeed Siddiqui were assigned to conduct necessary inquiries and present a report. By this time, Basharat Zaidi’s murder case had become well known in city, throughout province and even countrywide. However amazing “findings” of inquiry did not mention even mention name of main accused Nusrat Mangan anywhere and relied on false accounts of some prisoners as witnesses who told an entire different, false story. It was promptly rejected. The matter is in doldrums and stalled. Sources

Different sources, officials and witnesses affirmed that anarchical actions of accused prison authorities and their corruption continued with more excesses. When contacted by this media, concerned accused persons and their supporting officials were not available for comments or to state their side of the story. However, threats are being continuously y received by us not to pursue the matter, or else. (Matropolitan)
